NPU-W November and December meeting schedule changes

To avoid conflicts with 2022 Thanksgiving and Christmas holiday schedules, the November and December monthly meetings of NPU-W have been changed from the regularly scheduled 4th Wednesday to the 3rd Wednesday, which are November 16th and December 21st respectively.
